10:30 - 11:30 AM            Dedication and Recognition Ceremony – Sylvia Cooke-Martin

·   Sgt. Decautur Dorsey, Medal of Honor Recipient from Howard County, MD)

·   Three other Medal of Honor Recipients from MD

·   Salute to all other Civil War Soldiers from MD / USCT
